Well, in actual fact, if I think about it, I guess that in many ways it is quite problematic, especially when you consider the big cities, like Tashkent or Bukhara where finding job is not always easy. Besides this, because of higher living standards, some people feel hard to make money in these cities and consequently they commit crime. But, you have to understand that crime in regions where living standards is lower and finding some job is easier is rarely common. In these areas people at least are busy with agriculture. Therefore, it is less possible to offend crime in these rural areas.
So, all in all, I guess my answer would have to be yes and no.
